The Fulton surface-to-air recovery system (STARS) is a real thing. It's not that the balloon carries you away, the balloon is tied to whatever needs to be extracted and it rises to an altitude where it can be retrieved by a plane (and thus retrieving whatever is attached to the other end of the line). You referenced Metal Gear Solid V; If you listen carefully at the game's audio you can hear a plane pass by whenever you fulton anything back to Mother Base. The game is silly and the balloon actually lifts the subjects to be extracted and makes them hover for a few seconds. Just wanted to let you know this is not a videogame gimmick, it's actually a real thing with balloons and yes, they're filled with a bottle of Helium.

As the statement 'they lift more on a colder day' was not qualified by describing the conditions to validate it (such as Helium's density varies less with temperature than air), I declare that statement is WRONG! Let's exaggerate the density increase by freezing, by assuming both the air and the light gas double their density. Air doubles from 1 to 2 kg/m^3, and Helium doubles from 0.18 to 0.36 kg/m&3. In this case, the weight of the displaced air volume and the weight of the Helium remain unchanged, so the net lift remains the same.

It wouldn't be as convenient as you think, even if you did have a material to make a vacuum balloon out of. Because energy is pressure times volume. That is to say, the energy needed to remove the air from a volume. Atmospheric pressure is 101 kPa. Which means it would take 101 kilojoules of energy per cubic meter to pump the air out of your vacuum balloon. That's 101 kJ for 1.3 kg of lifting power. A 100 ton house would require 7.8 GJ of energy for the needed vacuum pumping.

Imagine that we could fix a really long Rope on the ground of the planet and throw it on the space. Let's say that the length of the rope is about the diameter of the Earth (12.756km). Half of the rope stays inside atmosphere and half stays in orbit.
Would the rope stays Straight up? Would it fall down? I guess that's only possible to answer by simulation.
